A newspaper article speaks to what it want to. It is not the whole story, nor is it all the important factors.

But that aside, there are old laws all over the place, poorly written, or corruptly written, that need to be set aside, or corrected.

A tour guide on a bus that uses a recording does not need the license, but one who does not use a recording does? A tour guide at a building does not need a license, but one who walks to that building and gives the same info needs to spend hundreds of dollars for what?

I believe this is again, an over reach by the government, which is made up of people who are never held accountable to doing their job. How ironic is it that the presented reason is to be sure that people are not being ripped off by tour guides who charge money but do not know exactly what they are talking about, yet it is charging money and giving it government employees who do not know exactly what they are talking about.
