Key West and Rentals

It is clear to me that the Key West Segway ban was an emotional knee jerk by an apparently exasparated city council. I am not sure, but it is looking more and more to me that their great fear was seeing irresponsible and untrained tourist swarming Key West on RENTAL Segway devices.

Can it be said that the mere prospect of rentals are causing the bans?

Could be that the Moped rental people didn't want to invest in Segways and Jimmy Weekly didn't want to upset them.
