With today's modern technology
On cars with electric power steering, electric braking and so much more...
I would say wholeheartly that the Segway has BRAKES! Glide max speed, and put your body into sit mode. and you stop. If the Segway did not have brakes, the Segway would not stop. Explain to me how anything stops without brakes? Two mechanical pads that clamp down onto a wheel rim or disc is one type of brake, but not the only type of brake out there.
