Do I think it is safe? It depends on how you describe listening to music...

I do not think it is safe to use ear buds in the manner that I see so many people who use them and do not hear or do not pay attention to that which is around them... Even pedestrians are constantly wandering into traffic or in front of others...

I believe you need to be more aware than usual, and certainly more aware than a pedestrian on foot, because you are moving faster... And making more of an impact because of the way that people often interact with seeing a Segway.

I have no problem at all with listening to music, and if I do not use speakers, at a low volume, I will only use one ear bud... Same for my bluetooth for the phone, or anything like that...

Distraction is bad, in any thing you are doing. There are certain levels of distraction that some can tolerate that others cannot. This is not different than another thread on driving and phones... There are plenty of people who can do more than one thing at a time, like gliding and listening to music, as long as attention is paid to the proper perspectives...
