Sure Dr. Marty can do this, and do it well.
Others can too.

Additionally there are owners outside of the USA, who might find it inconvenient to deal with a US based battery expert.

So it might be a good idea to google ( or use your favourite search engine ) 'Segway Reviver' and see if there's somebody near you.

True that...I hear there's a very good group in Australia that can do this sort of thing for those who have units not in the USA

Since new, the unit has always been plugged in except when riding. The extension cord kept getting tangled up.

Less than two years old and about 300 miles, bummer. Considering the unit has already been to the factory once for the dreaded growl and still has a wheel wobble (friggim fraggum, dangum, %!@%#$), it has cost me about $4 per mile to operate, not including cost of electricity and original cost of Seg.

You really haven't responded to any of the great recommendations here. Did you swap the battery positions to see if it is the battery or the charging circuitry? Have you tested the range to see if the battery really has a problem (other than a red glow)? Have you called Marty? Have you tried a stainless steel washer or two to shim the wobbly wheel; works for a number of us.

Have you been here often enough to have read a number of posts suggesting that INC's recommendation of keeping the unit plugged in all the time may not be the best solution for Lithium-Ions (timer once a week or removing the batteries over the winter might be better)? Have you read that the batteries seem to work best/longer if exercised regularly?

These post are amazing as I am in the Uk and just acquired an old neglected X2. I do import the newer stuff to the UK.

But this is a honour now to own this. So all this old info is great for me, thank you
