Well, a mobility device doesn't have to be an EPAMD in california to still be an ADA-approved (no such thing) mobility device. Someone with a qualifying disability could make their own scooter and get around with it everywhere. I could be mistaken but I'm pretty sure this is how it works.

In this act congress defined Assistive Technology as “any device item piece of equipment, or products system, whether acquired commercially, modified, or customized, that is used to increase, maintain, or improve functional capabilities of individual with disabilities.”
