Use of the Segway name?
If you start a Segway business and are not a SEC or dealer are you allowed to use the Segway name in your business?

I think the name and logo are trademarked, and therefore owned. I do not believe you can use their name or logo without permission. I am not a lawyer, but that is what I have always believed.

Karl is absolutely right. You need their permission to use the name Segway.

To qualify this a bit -- there are uses which are allowed. They can't control any and all mention of their name. The exact rules will vary by jurisdiction, so I wouldn't try even if I were a lawyer.
But using the Segway name in your business name (which I presume is the sort of thing Karl is referring to) seems sure to get you in trouble. Promotional literature would be a different story. Signage? I don't know just where the boundaries are. I think it would be well worth discussing it with a lawyer. Or perhaps it's worth your while to negotiate with Segway to obtain their authorization.
