I have mounted a digital camera on the right side of the handle bar and I have mounted it on the front of the control shaft near the bottom. I just used rubber bands and short bungee cords.
But I have a feeling you were asking about something more sophisticated. Stan Dobrowski |

I have successfully mounted a digital video camera to the handle bar using the two 4mm bag mounting holes located under the handle. I fabricated a bracket that could hold my camera, GPS and bike headlight. It took a couple of tries to eliminate the bounce caused by a bracket that wasn't stiff enough. The videos were very bouncey so I ended up using the mount just for the GPS and headlamp.
