I have never heard of a loss of traction being caused by an elastomeric coupler problem -- even total disintegration of the elastomer would not prevent the wheel from turning. I would bet that the elastomer IS your problem, and you should look at that before splitting the gear box. Also, a rubber hose washer wedged between the fender and the platform will definitely dampen the amplified noise.
