Probably not to much help but just a thought.
I do not believe that is the reason. There is a lot of private land in Denmark which is not subject to Danish traffic laws, were you can drive as fast as you want, with out breaking any laws.
A governmental enforced speed limit will therefore affect a large number of citizens who would otherwise be able to drive as fast as they wish on private land.
