Welcome to the forum crtman,

How about making something?

If you had a piece of pipe that would slip inside there, could you feed those wires through or are the connected to stuff on (and) the handlebar?

If you could get a round pipe down in there, then simply cut away that one end or grind, leaving the 'teeth' to grab the locknut.
Once you get that part, then a pair of pliers or stiltson wrench to turn you fabricated adapter.
I am sure somewhere, someone has a tool, but myself, I could make one easier than hunting around the internet for one.

If the wires were not in the way it would be even easier yet.
So can you remove the wires for this repair?
