I'll try resetting the unit by removing the control shaft and unplugging it. You only have to wait a few minutes before plugging it back in (not a week). Totally forgot to do that as a troubleshooting step.
The Segway doesn't care about missing screws, insomuch as long as the batteries are properly seated to the battery connectors. You can run the batteries with a screw or two missing usually without an issue.
