The built-in charger is designed for an input voltage of 90v AC to 240v AC (50 or 60 Hz). I don't know if supplying only 60V AC will damage the charger (probably not), but it may result in an output voltage that is too low to provide enough power to keep your battery packs fully charged. They may have discharged over time, down to an "over-discharged" state (red LED).

There are vendors on this site who sell third-party equipment that may be able to help you revive your packs. Such equipment is not endorsed by Segway, Inc.
