can this work stand-alone without ethernet ?

No. It requires a connection to the Segway Servers for login and authentication.

The programmer is usb and connects to a PC with internet access.

There is away to copy a key though without network.

You still have this. My wife and I are trying to start a touring company and I need an infokey programmer.
