Terrorist seems a bit over the top, especially in today's political environment. I don't think that instilling fear through the threat of violence is Itsi's style.
Perhaps buccaneer, as in "a ruthless speculator or adventurer" (The American Heritage Dictionary of the English Language, Fourth Edition) might be more appropriate.
