How does the photo forum work?

For the life of me, I can't figure out how to create an album in the photo forum. Can someone please explain this to me? Is the image hosting free?:D

I tried to ask Frank (ftropea), but I don't get any reply, perhaps he is on vacation or to busy with other things.
