How about a cheap FM transmitter and any dollar store FM radios? It would be easy to hardwire a microphone in parallel with it, or get a Mr. Microphone. http://web.belkin.com/config/Search/SearchResults.asp?search=TuneCast&catID=1

Itsi,

So long as the safety video says no headphones, I would stay far away from them. Nobody could hear any instructions, or oncoming vehicles. Bad idea...

An easy solution would be a battery operated guitar practice amp. Most are powered by a 9v battery, would accept a $10 RatShaq mic without mods and be loud enough to be heard without being annoyingly loud. Look for a Marshall MS-4 Micro Stack or a Fender Mini Deluxe Amp, both under $50 at Guitar Center, Sam Ash or any larger retail instrument store.

Those Belkens have a very short range.
We use an 1/4 watt FM transmitter at our skate circle, The base is 12 feet tall with a 109 inch mast we broadcast at 87.9.
Crate speaker company makes a great battery operated speaker, we use 3 of them with FM walkmans. This allows us to have a even sound field thru out the entire skate circle.

There is a headset used by motorcyclists called a chatterbox. It can only use one speaker and mounts to a helmet. Riders can talk to oe another and it can be hooked up to a radio, tape player, etc...

By only using one speaker from a headset, it leaves your other ear open for outside noises.
