I used to be in the vinyl sign business. We made custom plate frames for people. We used surplus car dealership plate frames where the dealer name was screen printed on a flat frame. You can remove the screen print with acetone to get a blank frame. Any sign shop that does vinyl lettering can produce the text you want and apply it to the frame. You could probably get a couple frames for free from the dealership where you bought your car, or buy a frame from an auto parts store that already has something screen printed on it.
