Gary,
There are two speed settings on the Infokey. You know them as Turtle mode and Non-Turtle mode but internal to the key they are set at specific speeds. My guess is that both modes have been set to the same top speed.
You can easily change the modes top speed by downloading this document (http://www.segway.com/downloads/pdfs/RiderCustomizationSettings.pdf) and following the outlined steps.
