I ran into a link for these electric trikes. With the Li-ions the trike runs a bit more than a Segway but I didn't see anything about range or speed.

Probably both. In order for an electric bike/trike to be covered under bike law and not to be considered a motor vehicle it has to have a working pedal drivetrain, an electric motor of less than 750 watts, and a maximum speed on a paved level surface, when powered solely by the motor while ridden by an operator who weighs 170 pounds, of less than 20 mph.
See the CPSC for details - http://www.cpsc.gov/BUSINFO/frnotices/fr03/low.pdf

Sticking a $1900 motor/battery on an expensive hand-built 'bent trike is a pretty costly way to get around. For $1300-$1500 you can mount a BionX Li-ion system (total weight of less than 16 lbs.) on the old Schwinn you already have in your garage and get a less expensive set of wheels that will still out run and out distance a Segway. Not very sexy, but a valid no-sweat transportation alternative. http://www.greenspeed.us/bionx_motor_bike_kit.htm

Great links, thanks. Those hub motors are definitely worth investigating.

Oh, if it seems I'm on a trike fettish lately it's because the rules require at least three wheels...

and, unfortunately, lead acid batteries. :(
