Segway in Connecticut

Can anyone help me here?

My son will be attending Yale in the fall; due to a stroke he had at age 4, he does not walk well; he has had a handicap placard for several years now. The Yale office of Disabled Services says that Segways are illegal at Yale by both City and State law.

Can this be true? Even with a handicap placard?

What do you guys know about this?

I short it's against the ADA, The Rehabilitation Act of 1973, etal.
