Dale, you're definitely on to something with the shorting of the motors. When you do that, the excess will go into the motor components. This should be mostly safe as long as you aren't breaking from higher speed than what the motor would normally be spinning at under power. The excess energy goes into heating the motor, which in the case of the segway is bolted to a very large piece of aluminum.

Perhaps the two "speeds" of downhill limiting are a result of this. You get a gentle reduction in speed if your batteries aren't full, just enough to prevent dangerous voltages from developing and overcharging the batteries. If the batteries are full, the speed is severely reduced as the motors/chassis are the only things left to radiate away the heat.
