You state that the both voltage is 70v but your error code indicates C108 - CUB detect front battery empty and after battery swap C100 - CUA detect rear battery empty, it looks like one of your battery is malfunction and the problem battery shouldn't show 70v, if so, the battery's BMS is sending out wrong signal, as the code is already stated above.

I have been watching and reading your posts for some time, and I wanted to say that I appreciate the help you offer and try to give to the posters here.

Thanks for being a positive supporter of this site and the posters here.

No one is absolute, and everyone can make a mistake or decision based on not enough information, so no data exclusively from the internet is going to be perfect, but I have to say that having people on this forum who offer to help, and have a good idea of what is going on is a tremendous help to many folks...

So, thanks for posting. Thanks to all who try to help.

Could the problem be a damaged connector on the battery, so the board doesn't see the 70V?

Obviously, we can't have infinite voltage, or the universe would tear itself to shreds, and we wouldn't be discussing Segways.

Yes, it is a good idea to check the 5 data pins on the battery end, the Segway end is much harder to be damaged, and if it is damaged Segway will call for a CU board replacement.
We are able to replace the damaged connector on CU board, and the cost is minimal by comparison.
Below picture shows the battery connector and CU connector
