Segway Ninebot Air T15 Electric Scooter DEAD

Hello!

I bought a Segway Ninebot Air T15 trough kickstarter some years ago, charged it ones but never used it so it is still brand new. Had it stored for a year and tried to charge it again but it was dead. Segway said that it most likely is the battery but refused to give anything on warranty as they claimed that you must charge the scooter every month. Tried to install a new battery in it today but nothing happens, Measured the old battery after trying to charge it and it is only 21 Volts, measured the new battery and it shows 22 Volts. Measured the charger output and it gives 31,6V (32 V charger) so that should be ok. Anything I can do or check still? Any help is appreciated on how to move forward.
