I don't understand why responsible and respectful Segway riders cannot coexist with others. Is it a few bad riders who ruin things for everyone else? My solution to problems like this is to have Segway-proficient riders demonstrate their skill and pay a nominal fee for an annual (or longer) use certificate to the municipality. Produce the paperwork, ride all you want (safely, in accordance with local codes). What government entity would not welcome a little extra revenue? Then bad riders don't harass the offended complainers (or would be subject to the fine), and good riders continue gliding unimpeded and fostering cordial and productive public relations.
