If the machines are being purchased and shipped out-of-state, sales tax (or use tax in this case) is the responsibility of the purchaser to remit to their home state, not the responsibilty of the seller to collect.

At least this is my understanding of how out-of-state sales go when shipped by a common or contract carrier.

How old are the Li-Ion batteries? You could give us an approximate idea by telling us what the Rev is on the label if you're willing to take them off.

ps - I'm betting you'll find they are Rev AB, though maybe the i170's have AC's on them since those Li-Ions would have been replacements for NiMH later in its life.
